Joseph Tucker Harris is a former police officer for the Jonesboro Police Department in Arkansas who was fired and arrested after video evidence showed him allegedly assaulting a handcuffed inmate. Harris is accused of beating Billy Lee Coram in the back of his patrol car as he was taking a prisoner to the Craighead County Detention Center.
