On the night of August 1, 2026, around 10:42 p.m., Arkansas State Police Trooper Moisses Arellano stopped 18-year-old Alisa N. Hackett near Manila, Arkansas.
The stop took place approximately three miles east of the intersection of Arkansas 18 and Arkansas 119 in Mississippi County.
Arellano said he saw Hackett’s car traveling with its hazard lights on and estimated she was speeding.
Radar later showed 71 mph in a 60 mph zone. He also noted she was not wearing a seat belt, the license plate was partially covered, and a cold bottle of liquor was on the front passenger seat. Hackett is under 21.
After deciding to arrest her for underage possession of alcohol (and after learning she had been stopped for a similar issue days earlier), Arellano ordered her out of the vehicle.
According to the use-of-force report, when he tried to take control of her hands she pulled away, repeatedly asked what she had done, and said she needed to call her mother.
Arellano then took her to the ground. After multiple commands for her to roll over, he delivered one closed-fist strike to the left side of her face.
On the video she can be heard saying, “You can’t punch me in my face.” The trooper replied, “Says who?” She continued calling for help and for someone to call her mama while he was on top of her.
Hackett was later evaluated by emergency medical personnel. The report states no visible injuries were found, though she complained of leg pain. She was then taken to the Mississippi County Detention Center.
The dashcam footage has now been released and is circulating widely. Alisa Hackett is a young Black woman.
She is someone’s daughter. Joseph Tucker Harris is a former police officer for the Jonesboro Police Department in Arkansas who was fired and arrested after video evidence showed him allegedly assaulting a handcuffed inmate.
Harris is accused of beating Billy Lee Coram in the back of his patrol car as he was taking a prisoner to the Craighead County Detention Center.
The Jonesboro Police Department reports that Harris was terminated from the police department.
